Internal control within the Colombian government: an administrative tool that promotes the competitiveness of the productive sector

Germán Fernando Medina Ricaurte,

Synopsis

This chapter addresses topics such as internal control in public sector entities and the competitiveness of private sector companies, analyzing the relationship between them in order to examine how the public sector can contribute to the productive sector of the economy and support its proper development. The methodology employed involved a review of the theoretical framework defining control, followed by an examination of internal control in state entities — drawing on the Political Constitution, laws, and decrees — and linking it to management tools that contribute to business competitiveness and the economy as a whole. The chapter concludes with the articulation that must exist between government-owned enterprises and private companies around competitiveness, with the aim of streamlining processes so that they are agile and aligned with the evolving needs of local and global markets. As an added value, a proposal is presented for integrating administrative management tools developed in the private sector that could be adapted to the public sector, enabling it to improve its administrative structures, become more competitive, and contribute more effectively to the country's productive process.
