Synopsis

The application of environmental public policies in Valle del Cauca between 1991 and 2010 is closely related to the promotion of megaprojects and the growth of some economic guilds, mainly sugarcane growers. Methodologically, a descriptive study developed in two phases was used: in the first, or conceptualization phase, the hermeneutic method was adopted; in the second, or assessment phase, the correlational study was used. It was found that these policies respond to the conception of development conceived after World War II and is associated with the idea of progress that emerged in the 18th century, from the hand of classical economics, according to which, by means of economic growth, welfare and environmental sustainability are generated, since growth improves the number of economic resources available for environmental protection activities. It is concluded that public environmental policy in Valle del Cauca since 1991 has contributed to ecological imbalance and environmental deterioration.
