Prior, in which an analysis of the research context, II design and implementation of Instruments was carried out, where research design is applied from a mixed methodological approach. III analysis of the information, where the results collected from the livestock production units are studied. IV conclusive, which involves final conclusions and new research perspectives. It was possible to define that the immediate actions are at the MICRO level are continuous improvement, quality management and environmental management. In addition, identify that the competitive challenges at the MICRO level are: creating business strategies, creating and participating in networks of cooperation and market management. While for the MACRO, MESO and META analytical levels, all the capabilities proposed in the study are of high importance, but have low governance, making them challenges in the medium or long term. Analyzed the impact of public policy from the government plans of the national and subnational order, shows the absence of an agricultural policy for the livestock sector, due to the reductionist vision of the government.
