State and Public Education Policies in Colombia

Synopsis

The book is structured into five chapters that articulate philosophical reflections, public policy analysis, and critiques of the prevailing neoliberal model. The first chapter lays the epistemological foundations by discussing the importance of philosophical and scientific thinking in knowledge generation, drawing on authors such as Kuhn, Foucault, and Santos. The second chapter analyzes the role of Information and Communication Technologies (ICT) and research in Higher Education Institutions (HEIs), exploring the challenges of e-research in the context of the digital society. The third chapter addresses standardized educational assessments (such as PISA tests), demonstrating how they do not genuinely measure educational quality but rather function as instruments of commodification and social control. The fourth chapter critically examines Law 1286 of 2009 (which transformed Colciencias) and its effects on university research, proposing an Epistemology of the South as an emancipatory alternative. Finally, the fifth chapter analyzes the State's role in the commodification of education in Colombia, evidencing how public policies have prioritized market interests over the fundamental right to education.

The authors, researchers from the Tecnogénesis Group at UNAD, construct an interdisciplinary dialogue integrating philosophy, sociology, pedagogy, and political science. The work stands out for its rigorous documentary analysis of Colombian regulations (Constitution of 1991, Law 30 of 1992, Law 1286 of 2009, among others) and guidelines from multilateral organizations (UNESCO, OECD, ECLAC, World Bank). The text is an invitation to rethink the university as a space of epistemic resistance, critical autonomy, and social commitment, beyond the parameters of productivity and competitiveness imposed by transnational capital.

This work is essential reading for educators, researchers, students of social sciences and humanities, educational policy makers, and anyone interested in understanding the tensions between education, the State, and the market in the contemporary Latin American context.
